Construction Engineer

City of Verona is recruiting to fill a Construction Engineer vacancy. This position is responsible for the management of municipal, utility, and transportation construction projects.  The position will be involved from design stage to administering the field inspection, contract, and final documentation of all components for each project to which they are assigned. Projects will include the following but not limited to: transportation improvement and expansion projects, traffic signals, street rehabilitation, utility (sanitary, storm, and water) construction, traffic control, and new infrastructure construction.  This position is responsible for supervising Limited Term Employment (LTE) GIS staff.

Job Duties and Responsibilities

Essential Job Functions:

1. Review various types of municipal infrastructure construction drawings and provide feedback.
2. Inspect various facets of work on a construction site.
3. Approve payments and advise and approve work order changes.
4. Administer construction contracts.
5. Coordinate pre-construction meetings with contractors.
6. Prepare inspection reports during and post-construction.
7. Observe general job safety practices to ensure OSHA compliance.
8. Supervise GIS staff to keep asset inventory up to date when public infrastructure projects are complete.
9. Coordinate applicable quality control tests in the field for construction materials.
10. Prepare construction estimates for future projects.
11. Maintain and update drawings. Act as the records custodian for the Department of Public Works and Utilities for all assets.
12. Support the Building Inspection Department by inspecting major sewer and water connections for commercial and multi-family building projects.
13. Inspects hydrant leads and water service for water pipe sizes of 6 inches or larger and inspects the sewer laterals when they are 6 inches or larger.
14. Performs other duties as assigned.

Other Job Functions:

  1.  May assist in directing seasonal employees to assist with inspection of construction maintenance projects.
    2. Review and write contract specifications for municipal public works projects.
    3. Oversee quality management program for infrastructure projects.
    4. Oversee City of Verona specifications, detail drawings, and design standards.
    5. Serve as primary contact point for municipal construction projects.

Required Knowledge Skills and Abilities:

1. Knowledge of design and construction techniques in transportation and municipal construction projects; materials and products used in transportation and municipal construction projects.
2. Ability to review and understand transportation and municipal construction documents;
WisDOT standard specifications and construction details Manual on Uniform Traffic Control Devices.
3. Knowledge and ability to measure installed quantities and review pay applications.
4. Ability to coordinate with project teams.
5. Ability to express ideas of a technical nature clearly and concisely.
6. Ability to solve problems and deliver solutions under stressful situations, especially in critical construction stages.
7. Ability to manage project schedule(s) and oversee multiple projects; give direction to contractors; and, organize and maintain project file structures; electronically and paper files.
8. Ability to use Microsoft applications to create documents, spreadsheets, PowerPoints etc.
9. Ability to use and interpret data from Arch GIS mapping applications.
10. Ability to use field survey data collection equipment such as Trimble or equivalent.
11.  Ability to operate office equipment such as a computer, tablet and telephone.

Qualifications

Education and Experience:

Required Education and Experience: 

  1. Graduation from an accredited high school or GED is required.
  2. Bachelor’s degree in Civil Engineering is required.
  3. A minimum of five (5) years’ experience in the construction industry (or equivalent) is required.

Preferred Education and Experience:

  1. Wisconsin registered Professional Engineer (P.E.) preferred.

Additional Requirements:

  1. Must possess valid Wisconsin driver’s license.

Additional Information

Work Conditions and Physical Requirements:

Safely handle, transport and work with general construction materials weighing up to 50 pounds from floor to overhead height or otherwise transport and work with such materials. Subject to all weather conditions including periodic exposure to increased noise levels for construction machinery. Must comply with all safety policies.
