Summary of Job
Under the direction of the Public Works Director, this position is responsible for developing and sustaining a strategic village-wide Asset Management Program using industry best practices. This position oversees the development and maintenance of the Asset Management Systems that support and optimize the data collection and analysis of infrastructure data which impacts operating and financial decisions. Additionally, this position is responsible for implementation of a new asset management program and the continuous improvement of asset management practices and policies. This position will manage and coordinate identification of assets, location of assets, physical inspection, evaluation, and condition rating of Village of Germantown infrastructure. Data points will be systematized and reporting functionality will be built. In addition, this position will play a role in analyzing and reporting on different operational aspects of the department.
Essential Duties & Responsibilities
- Implements approved asset management policy, processes and procedures for the Village of Germantown infrastructure aligned with Village goals and objectives and industry best practices.
- Ensures asset data and assessments are accurate, timely and updated appropriately to enable decision making and planning for maintenance and capital programs.
- Provides expertise and leadership delivering a risk-based infrastructure asset management program consistent with goals and objectives of the Village.
- Responsible for analysis and preparation of asset management plans, including creation of asset lists and hierarchies, identifying asset inventory and condition, calculation of business risk evaluations, determining asset net present value and life cycle costs, developing alternatives for cost-effective operation and maintenance and long-term investment.
- Support condition assessment of existing assets and improve to enhance capital improvement planning and budgeting.
- Responsible for working with key staff to compile asset inventory and condition data into a digital format to allow for analysis of life-cycle costs and business risk evaluation.
- Responsible for monitoring and communicating Asset Performance through reporting including life cycle analysis, asset performance analysis for capital and Operation and Maintenance funding and other analysis required for Operations via Strategic Asset Management Plans, and Asset Management Plans
- Coordinates the production of maps in the GIS environment for water, wastewater, streets, storm drain, traffic and other facilities reflecting existing conditions, projected decline of facilities, remaining life, and potential life extension utilizing established condition assessment software.
- Uses GIS to produce updates of maps annually from ongoing inspections and ranking modifications.
- Will lead projects and working groups.
- Coordinates work with staff assigned from operations divisions to support the asset management program.
- Oversees an effective condition-based assessment program for facilities including building infrastructure, streets, drainage, traffic signals, water and wastewater systems including water wells, water towers, wastewater lift stations, water distribution and wastewater conveyance systems.
- Works with operational staff to review, analyze, evaluate and prioritize data to make recommendations to assist in the development of a systematic and computerized maintenance management program including demand and planned maintenance.
- Responsible for management and providing technical knowledge of asset management programs and practicesand GIS applications of multiple Village departments and assets.
- Responsible for preparing reports, estimating costs, presentations, determining individual project needs, and creating work plans, when needed.
- Compares current system performance against other similar industry benchmarks to establish best practices and improve system processes.
- Responsible for coordinating with outside consultants related to asset management, communicating with Village staff.
- Responsible for the inspection and reporting on various operational aspects of the departments business including permitting, complaint handling, safety, inventory, etc.
Typical Qualifications
- Bachelor’s degree from accredited college or university in Civil Engineering, Engineering Technology, Construction Technology, Construction Management, GIS, Planning, Public or Business Administration, or similar field; or equivalent work experience.
- Three (3) years of experience in asset management and condition assessment of assets or related experience.
- Experience in Computerized Maintenance Management Systems (CMMS), database management, and software tools including GIS and GPS systems.
- Experience in system/software integration.
- Considerable knowledge of and ability to apply the principles and practices of organization, management and personnel administration in the operation of a municipal division.?
- Knowledge of building infrastructure, including streets, drainage, traffic signals, water and wastewater systems including municipal wells, water towers and lift stations. Also, water distribution and wastewater conveyance systems and associated terminology, principles and practices of infrastructure management including operations and maintenance and lifecycle management.
Knowledge, Skills, and Abilities
- Working knowledge of Microsoft Office software and their applications.
- Ability to effectively meet and deal with the public, individually and in larger groups; ability to speak effectively to an audience
