Position Summary ~ Reporting directly to the Street Superintendent, primary responsibilities of the Mechanic include the diagnosis and repair of the Villages’ equipment, including off-road, over the road, and automotive equipment, and related shop operations. The Village fleet generally includes Public Works, Parks and Recreation, Buildings and Grounds, Community Development, and Administration fleet vehicles. This position is responsible for maintaining all vehicles in proper operating condition including the keeping of all service and repair records and assisting the Street Superintendent in the specifying and ordering of all capital vehicle and equipment purchases.

Essential Duties & Responsibilities

Manages the daily operations of the Public Works Maintenance Garage.

  • Coordinate with Street Superintendent on priority of workload and plan work around various projects and seasonal work.
  • Coordinate with Street Superintendent on daily work and organize work as situations change during the day.
  • Evaluates individual situations to make a quality repair that is most cost effective.
  • Organizes and manages repair parts and consumables such as oil, grease, fuel, cutting edges, tires, and miscellaneous shop supplies as needed and purchases supplies when necessary.
  • Directs the work of Public Works Laborers while in the shop servicing their vehicles and provides technical assistance as necessary.

Perform full range of mechanical maintenance and repairs to Village fleet including diesel and gasoline equipment and vehicles, air compressors, power tools, lawn mowers, chain saws, and other various Village equipment.

  • Diagnose, troubleshoot, and repair gas and diesel equipment issues including but not limited to electrical, mechanical, or hydraulic systems.
  • Determines when repairs are warranty related and when they are off warrantee and proceeds to repair in the most efficient manner.
  • Contacts service vendors only when necessary for warranty repairs or those situations when repairs cannot be performed in-house.
  • Analyzes electronic systems using scan tools for both gas and diesel equipment.
  • Uses knowledge of diagnostic tools to properly scan on-board controls and sensors in order to identify likely sources of malfunctions.
  • Runs through a logical series of tests in order to isolate problems.
  • Maintains a current knowledge of new equipment technology through manufacturer training programs and other sources.

Plans and conducts (or direct others to perform) an effective preventative maintenance on all Village owned vehicles and equipment.

  • Maintains detailed records of the time and material utilized daily and per each repair utilizing the Village’s current software in accordance with federal, state, and local laws, policy, or regulation.
  • Inspects commercial motor vehicles and certifies that they pass Federal commercial truck inspection safety standards.
  • Performs general maintenance duties such as changing tires, lubricating, checking, and changing fluids, hoses, belts, filters, and fans.

Performs in field service on all types of equipment when needed.

  • Travels to the location of disabled equipment and attempts to make sufficient repairs so that the equipment can either return to service or be moved to the shop for a more permanent fix.
  • Ensures that safe towing procedures are followed.
  • Ensures that traffic is controlled in and around a field repair work zone.

Assists the Street Superintendent with administering the shop budget and the purchasing of parts and equipment.

  • Determines parts or products needed; obtains quotes and purchases or recommends the purchase of the most appropriate part or product.
  • Assists the Street Superintendent with purchasing shop equipment; evaluates what is necessary and feasible to make the shop as self-sufficient as possible and to avoid outside labor costs.
  • Prepares monthly fuel reports.
  • Reviews bills and determines to which accounts bills are to be charged.
  • Assists with the preparation of the VOM budget and 5-year capital purchasing plan.
  • Assists with writing specifications for Village trucks and other equipment.
  • Assist the Street Superintendent in managing Village fleet operations and maintenance program, including fueling system, preventative and routine maintenance, inventory, life cycle replacement program, maintenance facility planning, and contract maintenance.

Essential Knowledge, Skills & Abilities

  • Considerable knowledge of the equipment, tools, and materials utilized in vehicle repair and maintenance including both diesel and gas engines.
  • Working knowledge of scan tool operations and electrical repair.
  • Knowledge of principles and practices of fleet management including vehicle and equipment maintenance, replacement schedules, and

Required Experience, Education & Training

  • High school diploma or equivalent plus a two-year vocational/technical diploma in Heavy Equipment Repair, diesel mechanics, or related field.
  • Valid State of Wisconsin Class B Commercial Driver’s license with Tanker Endorsement or the ability to obtain within 6 months of hire.
  • Employee must provide personal tools common to the trade to be able to perform their duties. Any specialized equipment necessary outside of the common tools will be purchased and owned by the Village.

Preferred Qualifications

  • Minimum of two to four years of work experience as a diesel mechanic or related field.
  • Previous experience in fleet management desired.
  • Knowledge of welding and metal work desired.
  • Federal DOT inspection certificate desired.

Physical Requirements

  • This position works primarily in a shop environment. There is exposure to noise, dirt, grime, oil, grease, and vehicle exhaust.
