Village of Baldwin ~ Treasurer/Finance Manager
The Treasurer/Finance Manger oversees the financial operations of the Village. They work closely with the Village Administrator to develop and implement financial strategies and assist in oversight of financial operations. The position also collaborates with other departments to provide guidance in monitoring budgets and ensuring compliance with financial policies and procedures. Major responsibilities include: assisting in budget development as well as continued monitoring of the annual budget, assisting in forecasting operational and capital expenses, maintenance and reconciliation of all financial accounts and records; coordination of accounts payable and receivable functions; coordination of payroll; assists with the development and implementation of financial policies and procedures; conducting year-end closeout activities leading the independent audit firm on the annual financial audit and conducting year-end close out activities; and fulfilling the statutory responsibilities of the Treasurer.
Anticipated Annual Salary Range-$64,000 – $88,000
The Treasurer/Finance Manager is expected to assume the full scope of duties, which may include but is not limited to the following:
- Assist general public in a professional manner at all times (phone, email, in person etc.)
- Budget – Work with the Village Administrator to prepare the annual budget including Capital Improvement Plan
- Oversee the collection of receipts and deposits.
- Board/Committee Meetings – Prepare monthly financial reports, accounts payable register, write offs, impact fee summary, financial requests and any other reports as requested. Attend meetings, if requested
- Utility – Address customer inquiries when asked
- Library – Bank reconciliations, accounts payable, payroll, monthly allocation of expenses, budget requests by the librarian, and monthly allocation of benefits cost. Maintain quarterly journal entries.
- Taxes – Process tax settlements, work closely with St. Croix County Treasurer.
- Impact Fees – Keep all permanent records of receipts, disbursements of projects, parcel IDs, and project plans.
- Accounting –Process accounts payable and manual checks. Print and mail checks. Maintain vendor information, W-9 updates, print and process 1099’s, prepare and print 1096. Process and post journal entries. Process and post auditor journal entries. Print monthly reports for department heads as requested. Maintain chart of account descriptions and balances. Process bank and fund accounts reconciliations. Balance L.G.I.P deposits, withdrawals, interest, transfer balances, and reconciliation. Close out year end. Prepare and process loan payments. Maintain paper records per state and local ordinances. Scan accounts payable invoices/checks. Maintain quarterly journal entries for Baldwin EMS. .
- Payroll – Maintain forms, deductions, and distributions for both employee and employer. Maintain employee records. Process payroll. Process federal and state withholding, deferred compensation contributions, Wisconsin Retirement system contributions, HSA contributions. Process and file quarterly state unemployment, and 941 filing. Prepare W-2’s, WT-7 and W-3. Update payroll system annually with rate increases, increase/decrease in WRS contributions. Update PTO accumulations in payroll prior to the first pay date of the new year.
- Auditors – Complete the auditors request for files needed, prep for auditor arrival, and assist with auditors as requested.
- Attends meetings as needed, some of which may be in the evening.
- Assists, when necessary, with various financial-related projects or assignments
- Provide backup to the Village Administrator and Clerk where needed.
- Perform required duties in compliance with Wisconsin Statute Section 61.26
EMPLOYMENT STANDARDS: Knowledge of accounting principles and practices, computer software, copy/scanner/fax/printer ten key calculator, verbally communicate accounting procedures and policies clearly to others, use Microsoft Office, Excel and Outlook, write memos, create spreadsheets, organize work to set priorities to meet deadlines, establish and maintain effective working relationships with others.
Physical demands include but not limited to sitting, standing, walking, climbing, stooping, bending, twisting, reaching, seeing far and near, hearing, lifting, and carrying 50 pounds or less.
- Possess a minimum of an associate degree in accounting or related field and government finance experience.
- Prefer a B.S. in accounting, finance, business or related field and four (4) years of government finance experience.
- Or any combination of training, education, and experience that is equivalent to the experience listed above and that provides the required knowledge and abilities.
